The preliminary design expert review meeting for the supporting wharf project of the Putian project was successfully held.

From February 13th to 14th, the Water Transport Bureau of the Ministry of Transport organized and held an expert review meeting for the preliminary design of the supporting wharf project of the Hanas Putian LNG Receiving Terminal in Putian. Leaders and representatives from the Fujian Provincial Department of Transportation, the Provincial Port and Navigation Development Center, the Provincial Transportation Construction Quality and Safety Center, the Fujian Maritime Safety Administration, the Putian Municipal Development and Reform Commission, the Municipal Natural Resources Bureau, the Municipal Bureau of Ecology and Environment, the Putian Maritime Safety Administration, the North Coastal Economic and Technological Development Zone, the Meizhou Bay Port Development Center, the Meizhou Bay Port Pilotage Station, as well as relevant units involved in the project's construction, design, and consulting, along with special experts, participated in the meeting.

The meeting organized the leaders from relevant departments and the expert group to go to the project site, located in the Dongwu Port Area of Meizhou Bay Port, to conduct a field survey. They checked the channel conditions of the sea area where the project is located, the adjacent water-related facilities, and the surrounding environment, to further understand the specific conditions of the project and the current development status of the surrounding area.

The meeting was chaired by Mr. Zhang Junyong, a first-level researcher from the Water Transport Bureau of the Ministry of Transport, and Mr. Jiang Mingbao, former Chief Engineer of the Ministry of Transport, was recommended to serve as the head of the review expert panel. The participating experts and representatives from various departments listened to detailed reports from the project design unit on the preliminary design results and from the review unit on the consulting review of the preliminary design. They reviewed the preliminary design documents and also provided guiding opinions. After serious discussion by the experts and representatives, it was unanimously agreed that the preliminary design for the supporting wharf project of the Putian project passed the review.

Mr. Chen Zhengang, Director of the Construction Management Division of the Provincial Transportation Department, expressed thanks to the Ministry of Transport for its consistent care and support for Fujian's transportation sector and the Hanas Putian LNG Receiving Terminal project. He stated that the next step would involve continuing to focus on project linkage, coordination, and promotion services in accordance with the meeting's spirit, accelerating the processing of project commencement procedures and the construction of supporting facilities, providing good service guarantees for the project, and facilitating the project's rapid and orderly progress.

Zhang Junyong pointed out that this year marks the start of fully implementing the spirit of the 20th National Congress of the Communist Party of China. The entire transportation industry is actively implementing the major decisions and deployments to build China into a country with strong transportation infrastructure and to accelerate the construction of water transport infrastructure. He said that the project is a landmark project of Fujian-Ningxia collaboration and also a key project for promoting regional socio-economic development and optimizing the energy structure. The approval of the preliminary design marks a major step forward towards the project's commencement, and conditions should continue to be created to accelerate its implementation and achieve results as soon as possible. He requested that the project construction must be strictly advanced in accordance with the current construction procedures and management regulations, aiming to build the project into a high-quality and superior engineering project.

Kong Ansheng, General Manager of the Putian company, expressed gratitude to the Ministry of Transport, relevant provincial and municipal departments, and the invited experts for their strong support, coordination, and cooperation regarding this preliminary design review meeting. He said that the project will proceed with scheme optimization and construction drawing design preparation based on this preliminary design, and will make every effort to promote the project's comprehensive high-quality commencement of construction in 2023, aiming to build a model project for Fujian-Ningxia collaboration, contribute to the high-quality development of the regional port economy, and add impetus to the nation's energy transformation.
